저도 비슷한 경우가 전에 있었던 것 같습니다.
혹시, 컴파일된 런타임 패키지 화일을 도스의 패스가 잡혀있는
디렉토리에 복사하셨습니까?
저 같은 경우에는 readme.txt화일에서 처럼
c:\windows\system에 BPL화일을 복사해서 해결한 것으로
기억하고 있습니다.

readme.txt의 내용
Put compiled BPL files into directory
that is accessible through the search PATH (i.e. DOS "PATH" environment
variable; for example, in the Windows\System directory).
